The Central Board of Assessment Appeals (CBAA) conducted an ocular inspection of the Ipo Dam Reservoir this Wednesday, August 12, 2015 at Barangay San Lorenzo, Norzagaray, Bulacan in connection with CBAA Case Nos. L-82 and L-83 entitled “Manila Water Company Inc. (MWCI) and Maynilad Water Services Inc., (MWSI), Petitioners-Appellants, vs. the Local Board of Assessment Appeals of the Province of Bulacan, Appellee, and the Province of Bulacan and Municipality of Norzagaray, Bulacan, Respondents-Appellees, and Metropolitan Waterworks and Sewerage System (MWSS), Petitioner-Appellant-in-Intervention.”
The inspection was conducted by the Central Board, composed of its Chairman, Ret. Judge Manuel de Jesus Siayngco, Commissioner Roberto D. Geotina, Commissioner Thelma A. Mariano, Hearing Officer Atty. Rita Marie B. Cubangbang, assisted by the Board Secretary and Stenographer. Also present were: Atty. Alejandro D. Fajardo, counsel for the Municipality of Norzagaray, Bulacan; Attys. Reagan F. De Guzman and Hannah Almires, counsels for MWSI; Atty. Michael Dumlao, counsel for MWCI; Engr. Ceasar Raymunde, Acting Division Manager for MWSS.
This is an Appeal elevated by Petitioners-Appellants MWCI and MWSI to the Board contesting the Notice of Assessment and Notice of Demand of Payment of Real Property Tax for the amount of P357,110,945.60 for the years 1998-2005 involving the following: IPO Dam Reservoir Improvements, Machinery and Equipment of IPO Dam Reservoir, New IPO Dam Collecting and Impounding Reservoir, Aqueducts-Distribution Facilities 1,2,3,4 and 5 San Mateo Side, Main Transmission Tunnels and Water Basins-San Mateo Side Conveyance and Distribution Structures, Transmission Tunnels and Water Basins- Bigte Side Conveyance and Distribution Structures, and Aqueducts-Distribution Facilities 1,2,3,4 and 5 Bigte Side.
