The Central Board of Assessment Appeals (CBAA) celebrated its 43rd Anniversary with the theme “Energizing the Drive of CBAA and LBAAs towards Equitable and Progressive Taxation in this Time of Change” last June 07, 2017 at the Ayuntamiento Building, Intramuros, Manila.
The celebration started with a thanksgiving mass at 9:00 AM presided by San Agustin Church Parish Priest, Fr. Arnold Sta. Maria, who delivered a very inspiring homily encouraging the CBAA officers and staff to live up and share God’s gifts of love and service to His people.
This was followed by a program/ luncheon featuring the launching of the newly promulgated “2016 Consolidated and Revised Rules of Procedure before the Local Boards of Assessment Appeals and the Central Board of Assessment Appeals” which is the highlight of the event. These new Rules of Procedure are set to be published in the Official Gazette on June 12, 2017, and it shall take effect fifteen (15) days thereafter.
Present in the occasion are Director Richard S. T. Uy from Department of Finance (DOF); Deputy Executive Director Jose Arnold M. Tan from Bureau of Local Government Finance (BLGF); Deputy Treasurer Sharon P. Almanza, Director Raymundo U. Tan and Archt. Joselito S. Martinez from Bureau of Treasury (BTr); Deputy Director Teresita L. Solomon from National Tax Research Center (NTRC); Ms. Eden C. Zamora from Municipal Development Fund Office of DOF; and various Local Boards of Assessment Appeals (LBAAs) from cities in Metro Manila, composed of the Registrar of Deeds as chairperson, and the City Prosecutor and City Engineer as members.
On behalf of DOF Assistant Secretary Mark Dennis Y. C. Joven, Director Uy delivered a message which commended CBAA for its long years of dedicated, unwavering and committed public service in ensuring that real property taxation in the country is in accord with constitutional principles of fair and equitable taxation; as well as in harmony with the reforms and policy directions being advocated by the Department of Finance.
